International Fund for cooperation and partnership of the Black Sea and the Caspian Sea (BSCSIF)
The Black Sea - Caspian Sea International Fund (BSCSIF) is a nongovernmental, non-for-profit organization, established on March 4th, 2009 in Bucharest, following a common idea of Traian Băsescu - President of Romania, and Ilham Aliyev - President of Azerbaijan. The founders of this unique organization in the region are reputed representatives from 11 countries in the region – politicians, professors, diplomats from Azerbaijan, Bulgaria, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Romania, Russia, Serbia, Turkey and Ukraine.

Principles of BSCSIF
- The Black Sea - Caspian Sea International Fund is based on the necessity of developing the entire region as an area of mutual trust and understanding.
- Creation of an effective framework for cooperation by building a bridging organization will provide the countries of the region with the opportunity to overcome the barriers, and to harmonize their sometimes divergent interests, as well as cultural, traditional and historical diversities.
- The Fund calls to respect the norms and principles of international law, espe-cially the principle of sovereignty, territorial integrity and the inviolabil-ity of state borders.
Building dialogue between governing authorities, business elites, non-for-profit entities will increase effectiveness of the cooperation and partnership in the region. Understanding and promoting multilateral relationships will facilitate progress of the society, will stimulate effective exchange of technology and know-how, and will contribute to realization of innovative and investment projects. BSCSIF gathers experts in the mentioned fields, and a project team of best specialists in their fields.
Mission
BSCSIF aims at strengthening regional cooperation between the represented countries in such fields as economy, environment, healthcare, education and culture, as well as at developing common projects in these and other fields. In this regard, targeted objectives tasks are breaking bureaucratic barriers, overcoming mistrust, establishing business and cultural connections, and promoting advanced technologies in the countries of the region.
Vision
Common values, common interests and common problems requesting to be addressed point out the necessity for extending cooperation in this region by creating the premises for defining and implementing a sustainable strategy in this area, which has a key role to play in strengthening the traditional ties between Asia and Europe.
